Resource Teachers of Learning and Behaviour (RTLB) working for Te Hᾱ o Te Manawa, Cluster 20 are employed by Rotorua Lakes High School. The 32 RTLB based at a variety of schools from Rotorua to Tūrangi. RTLB are trained specialist teachers. RTLB go into different schools to work with teachers who have students with learning difficulties and/or challenges with behaviours.  RTLB work with teachers and schools to find ways to better support students and to better meet student needs.  RTLB also connect with whanau and can work with other organisations and agencies like the Ministry of Education. RTLB work is strength-based and follows an evidence-based Practice Framework.  Interventions planned collaboratively with an RTLB will be supported by research and will be inclusive, which means strategies can be used with the whole class to benefit all students.  RTLB work aims to empower teachers to continue the strategies we help put in place when we move on to another case
